As of today, your spec are like turtles.

First of all, you can run all those on your proposed machine (on Windows 98/WinNT 4.0 dual boot of course).

First of all, AutoCAD (Photoshop CS2) is a 3D application (graphics application). It needs a good processor and the-larger-the-better RAM. For today's standards, you should use at least Intel Core processor running at 2.66 MHz (not Pentium 4 running at 2.66MHz, they are different).

I'd recommend to use Intel Core 2 Duo Exxxx series. (If you can't afford, Intel Core 2 Duo Txxxx is alos fine.)

For memory, if you are using Windows XP (or Vista), you should have at least 1GB. I recommend using 2 x 2GB (with /3GB switch for windows boot.)

For database, please tell me the workload and the kind of database. But the above spec is quite ok for most home DB.
